Some contractors hit jackpot in Katrina cleanup

The Times picked up an AP article about the role of minority contractors in the Hurricane Katrina clean-up effort. John Chichester, who heads the Procurement Technical Assistance Center at Wayne State, pointed out that subcontractors are often left "picking up the scraps" while larger contractor's get the bulk of the jobs. Chichester advises small businesses on how to win government contacts.
